BIS Certification: A Complete Guide for Manufacturers

If you manufacture or import electronics, appliances, toys, cement, or a long list of other regulated products in India, chances are you'll need BIS certification before you can legally sell them. It's one of the most common — and most misunderstood — steps in bringing a product to the Indian market. Here's what it actually involves.

What is BIS Certification?

BIS stands for the Bureau of Indian Standards, the national body responsible for setting and enforcing product quality standards in India. BIS certification confirms that a product has been tested against the relevant Indian Standard (IS) and meets its safety, performance and quality requirements. For many product categories, this isn't optional — it's a legal requirement to manufacture, import or sell in India.

Which Products Need It?

BIS certification covers a wide range of categories, including household electrical appliances, electronic and IT equipment, cement, steel, LPG cylinders, toys, and more. The exact standard your product falls under determines the testing requirements and the scheme you'll need to follow.

ISI Mark vs CRS Scheme

Most people are familiar with the ISI mark — the triangular logo you see on switches, wires and helmets. This is issued under the standard licensing scheme, which involves a factory audit and ongoing surveillance. Electronics and IT products, on the other hand, typically fall under the Compulsory Registration Scheme (CRS), which is document and test-report driven rather than requiring a full factory audit.

Tip: Identify your product's exact IS standard number before you start. Applying under the wrong standard is the single biggest cause of delays we see.

The Certification Process, Step by Step

  • Identify the applicable Indian Standard for your product.
  • Get your product tested at a BIS-recognised laboratory.
  • Submit your application along with test reports and manufacturer documentation.
  • Respond to any queries or clarifications raised during review.
  • Receive your licence or registration certificate, and apply the mark where required.

Common Delays and How to Avoid Them

  • Incomplete documentation — missing manufacturer authorisation letters or incorrect technical drawings are a frequent cause of back-and-forth.
  • Test failures — a pre-check against the standard before formal testing can save weeks of re-testing.
  • Wrong scheme selection — applying under ISI when CRS applies (or vice versa) means starting over.

BIS certification doesn't have to be a bottleneck. With the right standard identified early and documentation prepared correctly the first time, most applications move through cleanly within a few weeks to a couple of months, depending on the product category.
